Why Your "Las Vegas" Address Probably Is Not the City of Las Vegas

This is the single most expensive misunderstanding in Las Vegas real estate investing, and it costs people six figures. A buyer runs the numbers on a house with a "Las Vegas, NV" address, assumes the City of Las Vegas rules apply, closes, and then discovers the property sits in unincorporated Clark County, which stopped issuing short-term rental licenses in 2023 and has never reopened.

Four governments, one postal city

"Las Vegas" on an envelope is a postal designation. It is not a statement about which government has jurisdiction over the parcel. The valley is carved up between the City of Las Vegas, the City of Henderson, the City of North Las Vegas, and unincorporated Clark County, and each writes its own short-term rental ordinance. They disagree on nearly everything that decides a deal: whether you must live in the home, how far apart rentals must sit, how many bedrooms you may rent, and whether a license is available at all.

Enterprise, Spring Valley, Paradise and Sunrise Manor are unincorporated townships. Millions of pieces of mail go to them every year addressed "Las Vegas, NV". Several master-planned communities straddle a city boundary outright, which means two houses on the same street can answer to different governments with different rules.

Why it matters so much here

In most cities, guessing the jurisdiction wrong changes a fee. Here it changes whether the business is legal at all. Unincorporated Clark County ran exactly one application window, from September 2022 to August 2023, and awarded it by random-number lottery on 29 March 2023. Roughly 230 licenses were issued against an estimated 16,000 active listings. There is no path to a new county license today.

So the same house, moved half a mile north across a city line, can go from "no legal path" to "registration available first-come, first-served". That is the whole game.

Why ZIP codes cannot answer this

ZIP code boundaries were drawn for mail delivery and cross city limits freely. A single ZIP can contain parcels in two jurisdictions. Any tool, spreadsheet or agent that answers the jurisdiction question from a ZIP code is guessing, and the guess is wrong often enough to matter.

The reliable answer comes from testing the parcel against the official city-limit polygons published by the county GIS office. That is what the checker on this site does: it geocodes the address, then tests the point against the real boundaries rather than inferring from the mailing city. When a parcel sits within about 150 feet of a boundary, it says so and recommends confirming with the licensing office, because at that distance a geocode is not precise enough to bet a purchase on.

What to do before you write an offer

  1. Check the parcel, not the address. Run it here, or pull it on the Clark County Assessor's parcel viewer and read the jurisdiction field.
  2. If it comes back unincorporated county, understand that you are buying a property that cannot be licensed as a short-term rental today. Anyone telling you otherwise is describing an unlicensed operation, which carries fines of $1,000 to $10,000 per day.
  3. If it is near a boundary, call the licensing office for the jurisdiction you believe applies and confirm before your due diligence period closes.
  4. Put the answer in writing in your file. If you are an agent, this is the disclosure that protects you later.
